There exists in Drulon Society a strict hierarchy of power ultimately ending with the Suva-Tovari who is the supreme authority and the voice of Choath. His word is law and any hesitation to obedience usually ends in death. Directly below the Suva are his chosen Mar-Tovari or High Priests. Mar-Tovari speak with the voice of the Suva and are respected as if the Suva himself were the one speaking.

In Rietroum each clan holds power over it's own territory. The Korta, or clan chief, sets most of the laws and speaks for his people at the great gatherings called by the Suva known as Wyr. At the Wyr each clan gets an opportunity to bring forth its issues and have them voted on by the council. The Suva's vote counts for 5 votes so that if all of the clan Kortas disagrees with him on any issues he can be out-voted. To preserve order and keep the peace, each clan in Drul has one or more appointed Tovari or priests who hold the power to hear evidence and pass judgment on criminals. Clans use these Tovari in differing levels of power and function, but are ultimately answerable to the Suva or Mar Tovari.

Finally, Nalor has established three arms of military. The elite Sun Guard of Nalor serves as the highest military authority. They are his personal guard and are sent on the most dangerous missions. The Sun Guards are chosen from the best of the arena fighters and those that show the greatest cunning and strategy in the games. The next arm of the military, Detak, is the internal branch dedicated to keeping the peace and protecting the borders. Lastly, the war bands are responsible for being prepared to go to war. The clans of the kingdom provide the war bands in times of need.

The letter of the law is the most important aspect of Drulon culture. Everything is spelled out in black and white before any agreements are made. If a person does not have a contract then they do not have any legal rights to make claims. All legal claims must be brought before a Tovari for judgment. Once judgment is given it is final. In criminal cases the Tovari may elect to decide the case through trial by combat if the issue is unclear. Each Tovari is responsible for selecting a Detak to fight the accused in the arena. If the accused wins then he is free to go. Trials by combat are not usually to the death and to kill a Detak in the trial would result in being branded with the mark of shame. In the event that the accused is not available to stand trail, the trials are held without them and a punishment given. Contracts are issued to bounty hunters and assassins to fulfill any such punishments without reprise.

Any disputes between citizens, clans, or guilds may be fought out in the arena if agreed upon by both parties. Alternatively, a Tovari may order the arguing citizens to fight it out. A Tovari then issues punishment and penalties to the loser.

Outside of Rietroum only the Mar-Tovari are considered to speak with the Suva's voice. Any aggressive actions taken against a foreign power without the Suva's approval will result in forfeiture of lands and execution. Nalor recognizes four stances toward foreign powers. The first is that of ally. Drul will engage in free trading with any ally and come to it's defense in times of war. If an ally is the aggressor then Drul reserves the right to decide on the aid given. The second level is that of preference. A kingdom with preference will be given a chance to bring items before Nalor to be heard. They shall also enjoy the ability to freely travel within the boundaries of Drul with non-military forces. The third stance is that of Neutrality. Neutral kingdoms and entities do not have any rights within Drul and will be viewed with suspicion and scrutiny. Lastly, the stance of foe is reserved for those that have committed crimes against the Drulon people and their religion. Members of a foe's kingdom are killed on site within the great swamp and no trade will occur with them.

Nalor does not impose a monetary tax but rather a certain amount of time must be spent laboring for the kingdom each year based on social standing. Labor could be anything from building roads, fortifying towns, to training with the war bands. The exact nature of the labor is usually left up to the local Tovari but all citizens are expected to come for a summons of war. Most merchants, scholars, artisans and healers are considered exempt from this labor tax and Nalor has been known to pay incentives to aspiring scholars, artisans, and healers to help them get started.
